Sir:-
We beg to advise you that we chartered our Sailing
Ships "Drumeltan" and "Daylight" on Time to the Standardi
Oil Company of New York and that they sub-chartered these
vessels early this Spring to Messrs. Arnhold, karberg and
Company for general cargo from the East to baltimore
and/or New York. Loth these ships have arrived and the
Standard Oil Company of New York have informed us that
they received cable advice from their office at Hong
Kong that the Government would not allow Charterers to
load either vessel, and in answer to a cablegram they
sent asking what objections there were they received a
cable reply that the "Government refuse to allow German
firms to transact business and cannot finance". We do
not understand the reference to "cannot finance",
but
irrespective

Sir Edward Grey, Bart., K.G.,
